What Your Foaming Hand Soap Label Must Include

Here is a list of what information is required by the Fair Packaging and Labeling Act (FPLA), which is the governing entity of the labeling of all consumer products. The FPLA's requirements for labeling consumer products are simple—a label for your soap must include the following details:

✔ Product IdentityClearly state that the product is “soap” on the front of the packaging.

✔ Business Information Include the name and address of your business on the packaging.

✔ Net QuantityList the volume of the soap (e.g., 8 fl. oz. or 236 mL) on the front of the label.

✔ Ingredient DeclarationYour label must include an ingredient list. When using fragrance oils, follow this guideline to add “Fragrance/Parfum” to your ingredient list:

  • For any fragrance oil load up to the maximum 2%, “Fragrance/Parfum” should be listed after olefin sulfonate and before phenoxyethanol.

  • Here is an example of how your ingredient list should look:

    • INCI Ingredients: Aloe Vera, Butyl Alcohol, Cocamidopropyl Hydroxysultaine, Deionized Water, Disodium Dihydrate EDTA, Disodium Laureth Sulfosuccinate, PEG-40 Hydrogenated Castor Oil, PEG-7 Glyceryl Cocoate, Sodium Cocoyl Glycinate, Sodium C14-16 Olefin Sulfonate, Fragrance/Parfum, Phenoxylethanol, Vitamin E, Propanediol

Usage Directions & Safety Information Provide clear instructions on how to use the product safely.

  • Here are examples of what you would put on your label:

    • DIRECTIONS: To clean hands and wash away germs, apply soap, work into a rich lather for at least 20 seconds and rinse well.

    • WARNING: For external use only. Avoid contact with eyes. If irritation occurs, discontinue use and contact a physician.
